Why dont you transfer your PhD to a Canadian University. This way you can maintain your PR and complete your education. If you get your PhD from a Canadian University, it would be far better in the long run for yourself. If you are getting your PhD from your home country you'll come here and join the KFC, McDonalds, taxi driver and security guard line up like everyone else because your education will not be recognized.
You'll have to contact the department of your specialization at the Canadian Universities and inquire, speak to someone who knows what they are talking about. The stupid secretaries of the departments dont know anything, they sound like they do but operating a microwave oven for them is like an achievement, so you know where they are coming from. They'll talk down on you and and ask you 10 million unnessary questions, its obviously a waste of your time not theirs cause they get paid to do this. So go the the Canadian Universities websites, search for your specialization, make sure youget in touch with a professor who understands your research interestes and is willing to help you through the process of transfer.
One more option is if you complete your Ph.D and your PR card is still valid, you could move to Canada. If you get in without being reported as being in breach of the residency requirements, you can stay for 2 years without leaving and then your PR will be in good standing again.
When you take up residence in Canada, you may need the PR card to apply for health care, drivers license etc. but after that you will not need it in your daily life so it will not matter for you that it expires. You can apply to renew after you have your 2 years.

Benefits of having Canadian PR is that you can live, work and study in any province in Canada without any other permits and if you choose to study, it will be a lot cheaper for you than if you were on a study permit. You basically have all the same rights as a citizen except that you can not vote.
