Hi i am also in a same situation as i have been told that they cannot finalize my application because my spouse is residing overseas..
But i want to ask you as you mention that your dependant did not submit passport for visa right?
But my spouse already got visa stamped and COPR issued but she is overseas as per the rules she cant come to canada before principal applicant got their PR approved..?
So what do you suggest as she has a visa to travel and COPR too. Can she travel?
I dont think she can travel yet because you are not yet a permanent resident.

Btw, how did she got visa stamped when you have not landed ?

I have a clause in my spouse PPR letter that she cannot submit passport until i become a permanent resident

That’s good news, congratulations. I thought IRCC Winnipeg was not even working on PR confirmations.
Thanks. And they are actually pretty responsive. I asked for clarification on what I needed to mail to their office and got a reply in less than 30 minutes.

I got my PR confirmation letter today.
Emailed both CPC Ottawa and CIC winnipeg last night and received PR letter this morning.

Timeline:
Visa Office: Ottawa
Decision Made: March 11, 2020
PPR Approval: April 30, 2020
Passport Returned: May 8, 2020
PR Validated: May 19, 2020
Could you please share the email id of Ottawa?

Are they asking for both COPR copies signed and photos?

Glad to help out as much as I can.
They asked for both copies of COPRs, unsigned, and no additional photos (One of my COPRs already had a photo attached to it).
Fair enough. This is very helpful, for sure! On my end, I’m just waiting for getting my documents back from Ottawa. I’ll request the status confirmation to them once I have my papers in hand. Thanks again!

Nope, the instruction in the PPR letter states that dependent should submit the passport only after the PA attains the PR status.

"To finalize your application, we require the following documents from your overseas dependent(s). Passports for dependent(s) should only be submitted after you, the primary applicant has received the confirmation of permanent residence status. As the primary applicant, you will be contacted separately by your local IRCC office in regard to your landing appointment."

That's weird. My husband outside got visa and copr before me, main applicant. But it doesn't matter as they don't want to finalize my application and I have no idea how my spouse can come to Canada without it.

We have got PPR in february before lockdown so my spouse passport got stamped too as she was overseas and submit her passport in her city VFS office.
So that time their were no clause whatsoever
So as per the travel restriction she is exempted because we got approval n stamped before 18th march.

That's strange. In some or the other way, they don't want to finalize the application if
- DA is residing outside Canada &
- either of the PA or DA have received the COPR.

To my knowledge, in your case - DA has received the COPR; however, your Permanent residency application is not finalized or approved yet. So technically, your spouse wont be able to travel given the condition. But I suggest you to raise a CSE webform and get things clarified

Permanent residence applications approved on or before March 18, 2020
If your application was approved on or before March 18, 2020, but you haven’t travelled to Canada yet, you’re exempt from the travel restriction measures

congratulations.. If you don’t mind sharing, what was the email content to CPC Ottawa and Winnipeg. Also, did you send separate emails to Ottawa and Winnipeg or one email with both their emails.
