If I applied as a national student but they didn't accept my PR what should I do?
1. You can apply as an international student not telling the university anything about your PR status.

2. Apply for a travel document at the Canadian embassy. This is not usually given to people who have not met the residency requirements unless there are good reasons. In your case, being removed from Canada as a minor is normally accepted as a "good reason" and so you have a good chance of getting it.

3. When you get the TD, travel to Canada. Inform the university about your PR status (so they can make adjustments related to the fees, etc).

Do you not think it will be a good idea to inquire from CIC about the status of HIS/HER PR? Remember they have a single database where everyone's details is held.

Why should I apply for a travel document and what will it do for me. Plus for the first year I should apply as an international student, right?
1. You are in the wrong section of the forum - head over to the permanent residency obligation forum where there are multiple threads exactly/ similar to yours.

2. If you re-enter Canada without report then you are all good to study as the educational institution won't be digging into your history. Re-entry options depend on what passport you hold, if you have a US visa, who you find at the border or if you obtain a PRTD under H&C grounds for removal as a minor.

3. Even if reported at entry the appeal process is so long drawn out you could finish your course and re-apply for PR under PNP/ CEC etc streams (if you lose the appeal).
