If someone is not working / cannot work due to family reasons ( basically surviving on social assistance) can that protected person add spouse outside Canada in his/her PR application?
or must have a job / financial stability?
( may b the spouse outside Canada is/was the provider) ..
Any thoughts ..

You need to ask this in the Refugee / Asylum section of the forum. For normal Family Class sponsorship, being on social assistance disqualifies you as a sponsor.
