I am a landed PR currently residing in US. How do I apply for PR for my new born child(US citizen)?

1. You can't until you are residing in Canada.
 
So does that mean after I move to canada I need to apply for PR card for my child. Can I bring my child who is US citizen to canada while the application is pending?

yes - you can bring the child, as US citizens are visa-exempt. If asked at the border, explain that you are a PR of Canada and you will apply for sponsorship (outland, there is no inland for children) for your child, and you would like a 6 months visa. Most likely it will be no problem. Once in Canada, apply for PR for your child as soon as possible (it's a normal application), and make sure to extend the visa before it expires. Other solution is for go in and out of Canada ( to the US) to renew the visa ( but you can also do an online extension, include the proof that you have applied for PR and it should be granted).
