That's a funny question!!

You can't buy your PR in Canada.

1) If you can qualify under skill category, you may be awarded PR.
2) If you finish education in Canada, you may be able to get PR eventually provided you qualify.

If you has a couple million to invest and net worth greater than 10 million options did exist not to 'buy' PR but as an alternative to other streams.http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=968&top=6 But with a study permit 50 k might buy a 3 year PG course but not PR
