HI Sir/Madam,

My PR EXPIRED in Nov 2016 , I entered and did my entry but could not come back because of my father's prolonged illness and he expired last year , I want to know the process of applying and enter Canada again .

Do you meet the residency requirement? Have you lived in Canada for 2 out of the last 5 years?
 
In that case you have the following options:

1) Officially renounce your PR status and apply again from scratch.
2) Obtain a US visitor visa, travel to the US and then try to re-enter Canada through a land border (using a private vehicle)without being reported for failing to meet the residency obligation. If you are able to enter Canada without being reported, then you will need to live in Canada for two years without leaving before you will be able to apply to renew your PR card. If you are reported at the border, you will have to appear at a hearing to argue why you should be able to keep your status. Given you've effectively spend no time in Canada, I think the chances are very high the hearing will go against you and your PR status will be revoked and you'll be asked to leave Canada.
3) Apply for a PR Travel Document from outside of Canada under H&C. You will have to provide very strong proof covering all of the last six years to demonstrate why you were unable to move to Canada due to your father's illness. I you are the only living relative he has in his country - there is some chance you may be successful. But again, you will have to provide proof of his illness. If the PRTD is approved, you can then move to Canada.
 
Note that if the PRTD is refused, this will result in a loss of your PR status. At that point, if you want to return to Canada - you will need to apply again from scratch.

I became PR to Canada in Apr 2016, landed there and came back to india. My queries are
1) Can I move back to Canada permanently. It's almost 2 years I have not visited Canada after my initial landing which was just 7 days at that time.
2) if I can, then what type of difficulties I may face like police clearance certificate, medicals or any other requirement, or any thing which can impact on my PR and my entry to Canada.
Please suggest

1)the maximum time you can stay away after initial landing is near 3 years so until March 2019.
2)assuming you have your PR card you can board a plane with no issue and as a PR you are entitled to enter Canada. If you do not have a PR card you will need to apply for a PRTD and the longer you leave it to return and apply whilst away there is always a possibilty of further scrutiny re your residency obligation.

Once you return you need to ensure you stay in the country for 2 years without leaving in order to set your residency obligation.
