If YOU are the one traveling, it wouldn't matter what her PR card status is.

Your question is not clear. What's your status? Do you also have PR or TRV or are you visa exempt? Why her PR card expired ? Is she in Canada?

So long as your wife is not the one traveling it doesn't matter about her PR card. She isn't leaving the country therefore doesn't require a valid PR card. You are the one that is applying for a TRV and only your information is pertinent to that application.

TRV is not very easy to get when your wife lives in Canada. It would be rather a miracle if you get one. I was also refused recently meeting almost all conditions to the best of my knowledge. I have several ongoing successful business in my home country with assets/property ownership, good bank deposits, many valid multiple entry visas in my passport including USA, UK, previous Canadian TRVs but in vein! Because my wife and children are all Canadian citizens, living there for many years. The refusal reason just said: ties in Canada and your home country. That's it! But there is no harm to apply for a TRV. It is better to apply for spousal sponsorship PR visa if you haven't applied yet. But the process will take a very long time. Good luck!

Have your wife applied for you under spousal sponsorship? TRV depends on visa officer and how you show your strong local ties. They don't care whether your presence is necessary during your child's birth in Canada. Submit a strong TRV application package and you might be lucky you never know! Good luck.
