In my case the COPR numbers and PR status for me and my family are alreafy listed in my CIC account. So, I concluded there is not any issues with my daughter COPR approval and it should be a glitch in the system. The same was confirmed by the IRCC representative when I called them yesterday.
Have you checked the status in your CIC account? If the COPRs are listed in there I think you can email to the Portal Client and ask for technical support
