PR confirmation portal timelines

I have a question please, waiting for my eCOPR. Photo submitted Mar 8 on PR portal . Montreal VO. When can my dependent who is outbound send her passport to visa processing Centre . Is it after I received my eCOPR or she can sent it now since we have the passport request

Still waiting for a response
 
I got my portal 1 on 28 February
Portal-2 on 6th march,
Still waiting for Ecopr ( montreal) office
Can anybody suggest me something?
what should i do, email them, call or ???
