Guy anyone can share their experience?
I am Outland applicant received FD on 17 Feb. but since 3 weeks I didn’t receive RFV/PPR. PVO is Montreal and SVO is Abu Dhabi now.

IRCC is taking a lot of time these days to send RFVs to outland and eCoPRs to inland applicants. Did you trying contacting them?
I just mentioned my timeline, and enquired about my application status as it was more than 4 months since p2.

I also reached out with a similar email. Nothing so far, but let's see what happens this week.
It could be either of the two. If you truly want to know, you can call IRCC and inquire.
for my file primary is centralized intake and secondary is montreal
try scrolling to the bottom of the PR Portal, ECOPR is always uploaded at the bottom of the PR Portal after you scroll through Address and Passport Photo.
both of them can issue it but mainly I have seen Primary VO issuing it and that too only Montreal.

Photo and mailing address still in review on Portal.
