Is there any way I can contact Montreal Visa Office?
Need to contact them urgently as my only sister is getting married in next 6 days and all my permits are expired and I am on applied BOWP.

I have 2 questions: -

1. if I go to India without getting eCOPR, how IRCC will know that I am in India and do not generate his eCOPR?

2. While Applying for PRTD do I need to give them my landing information that when I land in Delhi or I can give them tickets only in that case I can pay little extra and book a flight from YYZ to DEL.
The problem is that I hear once your PR is confirmed, your temporary residence and all associated visas get cancelled. This implies that even if you have a valid visa while leaving Canada because your PR hasn't been confirmed, the visa will get canceled if your PR is confirmed and you are out of Canada. This implies that upon returning to Canada, you may not be allowed entry at the border.
What I think you need to do is
1. raise a webform to inform IRCC that you are travelling and tell them the duration you intend to stay in India. If it's not long, they will hold on to you eCOPR until you come back. That way you will enter Canada again and then wait for your eCOPR.
If you are staying for long, IRCC will process a passport request for you to the office in India (that is, your cae will be treated like an applicant from outside Canada) where you will get a visa to travel back to Canada. In this kind of event, you will receive your COPR (not eCOPR) at the border.

Another thing is to wait and go to visit your sister after marriage. By that time you would have received your PR card and will be free to travel.

1. When you leave the country, the airline informs CBSA that you've left the country - this is why IRCC needs a manual verification of your "I'm in Canada" declaration. It'll probably be rejected if you leave before receiving eCOPR. If by chance you come back using a visitor visa (or by driving through the US border) before they verify this declaration, then you're good to go (and one lucky guy) - but that's a huge risk. Someone said that if you do get your eCOPR while you're out of the country, it will cause problems at the time of citizenship when they count the days you're in Canada.

2. Unless you are a PR, you cannot apply for PRTD. If you do get your eCOPR, your visitor visa will get canceled immediately and the airline won't let you board. If you are able to reach the border somehow (for example the airline doesn't check your visa or if you drive via the US border), CBSA will let you in based on your passport and a signed printout of your eCOPR.

Here is my journey and I hope it helps.
CEC Inland but dependents left Canada after work permit expired.
ITA 17th July
AOR 28th July
Decision made 17th October
Portal 1 18th October
Portal 2 31st October. Same day declaration.
Ecopr 27th January.

In my 1st portal response i wrote the expected date of return for my dependents 10th January and I guess that is the reason my ecopr delayed too.
It is after Passport submission in india to VFS which is same day today they have approved my ecopr.
It may still be a theory but this is what i believe.
My closed work permit expired 30th September and my Family left 30th September.
