In my PR portal, my status still says in review, and my photo is still under review. Will this change? Also does anyone know when I will receive my card in the mail?

Portal 1 email - November 15, 2024 (replied on November 16)
Haven't received anything after that. Called IRCC once in December and they said to just wait. Is this normal because I see everyone getting portal 2 email within 1-2 weeks

No I submitted info for P2 on Sep 17, they accepted my Declaration on Oct 11 and sent me ECOPR, later they approved my address and sent PR Card but they never approved my photo hence status still in review.
