They typically pick up eCoPR issuance at the beginning of the year. End of the year is usually slower due to quotas etc. Just go back in time in this thread and you'll see a pattern

Canada Post strike won't affect the ECOPR's but they are definitely impacting the mailing of PR Cards, IRCC probably have 50000 to 100000 PR Cards sitting in their Warehouse waiting to be picked up by Canada Post although if it is an emergency you can raise a webform and add proof along with it then IRCC Officer will review it and if accepted then they will send it through either FedEx or UPS and also nobody is allowed to pick up their PR Cards, it needs to be delivered to a Canadian address.
