After landing interview is done, do I have to order card or is it done by CIC?

I am wondering if I can ta ke my ticket to my interview and explain to my immigration officer that I have a ticket to leave on vacation in 3 weeks. Will this help me in receiving my card sooner..

Not on the first application, only on subsequent requests and in any case I understand that "fast" means about 4 weeks.
