Hello, looking for help.

My brother's Wife received her immigration visa but can not move here (Quebec) permanently because of her work contract. My question concerns the PR card. Can she come here for a 2 week visit, and can my brother receive her PR card and then send it to her by courier? They are trying to do this in a legal way and want to avoid any missteps.

Also, is there a way to contact immigration Canada and get a response in writing concerning this issue?

It is called a soft landing for which you will find many posts on this forum where people travel to Canada to activate their PR status and return home after a short time to settle home country matters. They give CBSA the address of a friend or relative to have the card mailed to and that friend or relative then courier the card.

As long as your brothers wife has applied for her PR officially to reside in Quebec then there should be no issue to soft land in Quebec.

Doubt you will get anything from IRCC and as said people do this all the time. Just because someone becomes a PR does not mean they cannot come as go as they please, in fact being a PR makes that easier as long as someone has their PR card or PRTD.

Note that if you contact IRCC about mailing a PR card abroad they will advise against but that advice should be ignored given it is not illegal to do so just that IRCC will not.
