My brother took away my nephews PR card and sent him out of the country on his expired visa, however, he got his documents to travel back to Canada.. He is now in Canada without a PR card ...what's the solution...he is currently residing with other relatives. He will also be 16 in May

Not sure what your question is. Your nephew is a PR of Canada and doesn't need a PR card to live here. There's no immediate worry about his status or deportation or anything like that.

If your nephew wants to get a new PR card to travel, you should contact a lawyer since this becomes a dispute between a father and his minor son. This isn't really an immigration issue at this point.
