I don't have friends and family in Canada. How can I get the PR card?

Apply the card when you have a permanent address and moved permanently in Canada.

Unfortunately, if you do not have someone you trust who can receive and then bring the PR card to you, the only real option you have is to apply for PRTD when you are ready to move and then reapply for a PR card when you are here.
