Do we normally raise a webform if the PR card application is above average processing time and the card hasn’t been mailed out yet?

GU1 is when a date appears next to Final decision. Wait 2 more weeks

I got eCOPR on August 21. My PR card was delivered yesterday September 17th.
It has been 28 days, and I am still waiting for my eCoPR from the Etobicoke office. Why is the process so slow?
