PR card timeline (Etobicoke office only)

My Canada Post tracking has been stuck at "Out for delivery" since November 19. Anyone is having the same problem? I called Canada Post and they said the photo had arrived at CIC mail room but tracking status wouldn't change until CIC got to my photo.

Don't worry its delivered I also sent mine on November 17 and still showing out for delivery. I am working in immigration since 2 years as per my experience it is delivered. They are showing out for delivery because Canada post does not scan single envelopes they always scan full container of mail that is going to Etobicoke office's mail room.

Did they say if there are actually employees WORKING in the Etobicoke office and are printing cards everyday?
It doesnt seem this way. Noone gets a single cards since Nov.
I got my COPR on October 20, 2020 and sent photos on November 16, 2020 still didn't get any update about PR Card.

You're right. I'll write to my MP this weekend.

I'll send the "Solemn Declaration Concerning a Never-Received Permanent Resident Card" to Sydney, NS too. I know I have to wait extra 6 weeks pass the current processing time but since the tracker keeps on increasing every week, I would never be able to pass the 6weeks mark. :/

Idk about this solemn declaration, I would talk to IRCC first before doing something like that.

The website recommends that if it passes that time frame, check application status or contact IRCC. I think the declaration is for cases where they tell you they have mailed the card, but you didn't receive it.

As a reference for all of you, My friend sent his photo in July last year to Sydney office and I got his card in Feb this year. I am bringing his card out of Canada so he can use it to come back.

So for the bulks of you who sent it in Nov, expect them in June this year. As for me probably late Sep for the card :)
But again, my friend is Sydney office, maybe Etobicoke is more nasty.:mad:
Etobicoke was very fast before the lockdown in Toronto, people who sent it in October got it around 2 months

Anyways, for anyone who needs to leave Canada for an extended period of time like me , i think the later my PR card arrives, the better. Here is why: although my friend got COPR in Jan 2020, he received his PR in Feb 2021. and his PR card expiry date is 2026-Feb. That means in 2026, the office is gonna check if he has stayed for 2 years during the period of 2021-Feb to 2026-Feb. And since my friend left Canada in Nov-2020, the period btw Nov-2020 to Feb - 2021 will NOT be considered by the officer. This means he still has (to this date) 4 years and 11 months to fulfill the 2 year residency requirement.
Anyone does that make sense to you? is my understanding correct?

I believe my points are still valid after reading this url. In other words, when your first PR card expires and the officer will look back into the immediate past 5 years of your residency. Which means if I wanna leave, the later I got my PR card, the later the expiry date, the more wriggle room I have to fulfill my obligation.
This is different from citizenship, it only applies to fulfilling your residency to remain a PR.
