Per their current processing speed,
within 2 weeks they should reach February submission.
Moreover, GTA will be be moving soon to stage 1 of re-opening because % of vaccination 1st dose is reaching near 60%.

Things are looking brighter in coming weeks. Hopefully Feb onwards submission will be processed much faster.

Hopefully so..I am really furstiate with the system...I am not blaming to anyone rather than my luck. I am a single Inland applicant and I was eligible to join the pool on Dec 2019 but getting WES created a lot of delay for me and finally I joined the pool and got the ITA on March. Immediately I submitted my application by April 2nd week. It took arround 2 months for medical passed followed by RCMP request. Then after submission of RCMP all stages completed by July 2020 except Criminality due to pending biometric as service canadian was closed. I got appointment call for biometrics for the last week of October. Then IRCC approved my PR after lots of follow-up in Feb 2021. Now waiting for PR card since Feb and don't when I will get. Everyone is blaming to covid for delay but I don't agreed to many of friends who submitted much after me got their PR in less than 4-5 months...
I know how much I scarified my personal life just to get an PR... Sorry guys if I hurt or disturbed anyone....Just I share my how system is impacting our lives..

A quick question my friends: Whether IRCC issues PR card or not to some who travel to their home country for some emergency ?

I know we need to apply for PRTD to return back but some one not applied for PRTD and waiting for PR card to get. What will happen ??

You would require PR card or PRTD to return to Canada.

Sorry, I could not understand your 2nd query. Do you mean one can travel and wait for PR card in home country?

Sorry...My question is when someone is in their home country will IRCC send PR cards to their Canadian address or IRCC will hold and wait for the person to return to Canada??

My assumption is that,

applicants whose applications were received by IRCC in December 2020, will receive their cards in May or early June.

applicants whose applications were received by IRCC in January 2021, will receive their cards in June or early July.
What about February 2021 ??

When will they be working with full capacity? Couldn't find anything about IRCC services

They are going in stage 1 by June 1st week, so IRCC may also allow more staff in office.

Their target is to open everything by July 1st, hopefully IRCC will also come back with full capacity by then.
