I dialed several times, they never take my call.

Try calling early in the morning or at end hours.

Did you contact IRCC?

Initial contact was webform. (No response)
Second time:- I called IRCC and talked to them, they told me that flagged my application as it had been longer than processing time.
Third contact was again webform. (No response)
Called again and they said that all they could do was flag the application and there was nothing else that can be done apart from taking a chance of applying for a replacement card

Correct, no update after July 27. Photo and address both are "In review with IRCC"

Definitely not first come first serve. I know some people from September got their cards already but some people from May/June still waiting. The whole system is a joke

I personally did this multiple times to visit US since my copr date of 28th July without any issues. The only thing they ask is signed ecopr copy to verify.

Does your ecopr state on it “not valid for travel” or something like that?
