My wife's PR card was stolen alongwith her handbad and belongings in delhi.
She appiled for Travel document in delhi on 30-jun-2014, so far the passport is at the Delhi consulate.
PR card was valid till august-2015.

As per http://www.canadainternational.gc.ca/philippines/visas/TR_processing_times-TR_delais_traitement.aspx?lang=eng
Processing time is 5 working days.

She has a contract job already spent 2 extra weeks waiting for visa.

Is this normal?Do we have any other option

Our citizenship application is also in progress

I recommend contacting your MP to see if they can help. Even if you're not citizens yet, you are a constituent of your MP and they have a responsibility to represent you and advocate for you if possible.

Also, make sure your wife gets a copy of the police report in case the stolen documents might be an issue for your ongoing citizenship application.

Yes she already has a Police report copy , which she submit in delhi Canada Consulate.

We will have to translate to english for CIC in canada

You've applied for a PRTD through New Delhi but you are quoting Manila processing times. I know that there is no posted processing time for a PRTD in ND but you can't simply assume that it is the same as Manila. Every VO has their own processing times.

As per Pakistan, it takes a minimum of 12 weeks.
As per the USA, it takes a minimum of 30 days.
As per the UAE, it takes 10 working days.
As per the UK, it takes 7 business days.

We did contact our local MP they offered to talk to CIC.
My wife is now back in Canada.

My Citizenship application has RQ, which we submitted on 6-jun-2014.

I had called CIC 10 days ago for my application and the agent said that all check are completed and Next Test will be Scheduled.

Since my wife has lost the PR card, in case we are called for Test/Interview will that be a problem.
If i apply for PR replacement card, as per CIC website it will take 100 days to come, so if we get test/interview call before we don't have that.

What should we do, apply for replacement PR card or wait for citizenship?

I would think it will be better to apply for replacement PR card along with all supporting documents and keep a copy of it. When you go for test/interview, you have something to explain along with documents.

By the way, when your wife came to Canada, what documents did she use to enter. Keep a record of it, this will also help at the interview.

Further, if you have copy of COPR, that would help your case as well. Also, in the beginning you must have received a covering letter along with your PR card, you can use that as well. Dont know if you have photocopy of PR card, with all these, I think you should be good at interview.

I have the photocopy of the front PR card.
My wife came back on Travel document(visa for Canadian PR holders), its on her passport

While active PR status is required to become a citizen (i.e. you have to have met your PR residency obligation in order to take the Oath), this is different than having a PR card. PR cards are not needed for the test or ceremony.

The thing to consider is whether you and your wife would like to have the option of leaving Canada before your Oath comes through. No one knows whether it will take 2 months or 2 years for your Oath.

Personally speaking, I renewed my PR card 6 months before I became a citizen (and 27 months after I applied for citizenship). I didn't get much use out of it, but I wanted to know that if there was a family emergency in my home country (USA) that I could go without fearing that my return home to Canada could be barred or grossly delayed.

If you will not leave the country for any reason, then you are fine without your PR card, but if you want the option of traveling for work or emergency or for pleasure, then you should renew your cards.

mailvdutt you said your RQ is process. How come so fast? as my cousin also got the RQ same time as you and when he called CIC they said you are non routine application and wait 36 month. He almost fainted hearing this....why aren't cic agent optimistic and polite. They bluntly say and don't understand how the other person will feel. he went speechless and agonized with the slowness of the process :(
