I am Canadian citizen, my parents are PR card holders from India. Their PR card is expiring august 30, 24, they have been in Canada just once for 85 days from august 2019to October 2019. They are planning to come to Canada in 2023, question how can they meet residency obligation of 730 days? What are their options if PR card expires, and they have not met the residency obligation? Can they still live in Canada once PR card expires? Will my being Canadian citizen help?
 
Their PR status does not expire, only the PR card expires.

Based on your information there's probably a very good chance that they will be questioned (perhaps at length) when they are examined by a CBSA office upon re-entry to Canada. If/when the officer determines that they have not met the Residency Obligation (R.O.) the officer may create a 44(1) report that would be the beginning of the process where they could lose their PR status for non-compliance. They would still be allowed to enter Canada and remain until their hearing.

However, if they are admitted and there is no mention of creating a report, they would have to remain in Canada for 730 days MINIMUM before they could then apply for a renewed PR card. This would likely mean that they would not be eligible for things like health coverage, a driver license, etc., because they would not have a valid PR card.

While your Canadian citizenship is meaningless, in terms of them not meeting the R.O., I suppose one option (perhaps the best option?) would be for them to renounce their PR and you could try to sponsor them...which would be a long, arduous task to say the least.

Thry must meet the 730 days from the 5 years from their landing date. When it comes to meeting your RO the date on your PR card is irrelevant. when did they land? If they landed in X month 2019 they need to spent 730 days in Canada by x month in 2024 to be compliant. Thry should be returning as soon as possible if they want to be compliant with their RO. If they wait until 2023 they will out of compliance and risk being reported. The closer they are to meeting their RO the better. They will also have to renew their health cards because they haven’t met the residency requirements needed to qualify for healthcare even if their card isn’t expired. If they use their card without renewing it they can be asked to pay back any healthcare they use.
