A friend wanna submit an application to renew her PR Card and travel overseas after five weeks. If the flight ticket is attached, will she get the PR Card soon/ prior to the trip?

The rules for "urgent processing" are clearly stated on the IRCC website. The current processing time is 21 days.

I recently renewed our family PR Cards and we got the new cards within a week of submitting the application.
It is a normal PR Card renewal application with flight tickets attached. I also submitted a covering letter explaining the urgency.
Please write URGENT on the envelope.
