Hi,
I first came to Canada in May 2007 and went back to my home country in July 2007. I returned in June 2012, just 03 days before expiry of my PR card. In September 2012 due to ignorance of law, I applied for renewal of PR card but in March 2013, I got residency questionnaire initiating investigation about my PR status. In addition I was asked to provide justification of prolonged absence from Canada.I contacted a lawyer who got my application abandoned due to insufficient justification and number of days spent in Canada. Canada immigration said I would have to re-submit PR card fee if I wished to apply for renewal of PR card again. I will be completing 730 days on 01 June 2014 and wish to apply renewal of pr card after 01 June 2014. Do you think my case would be processed in a routine manner or they would again initiate an investigation about my previous absence prior to June 2012? Will appreciate your valuable opinion/suggestion.

They are still going to look back 5 years from the date you signed your application. They may or may not issue an RQ based on lenghty out of country stay prior to 2012, however they can not hold it against you that you didn't meet the RO previously. They can ONLY look at the previous 5 years, so as long as you are solid on your day count and you do meet the RO, you will eventually get approved, but you'll just have to wait for it.

Thanks for your comments. Given the above scenario, can I apply urgent pr card because I am planning to travel in July 2014?

You can, yes, however be aware that IF they do decide to give you an RQ that will take you out of the normal processing time and negate your 'urgent' request.
