Pr card renewal under h&c vs PRTD

Hello everyone,
Please would like your advise on the below;
Applied for pr card renewal under H&C on sept 2022 in canada (PR card valid at that time) then left the country weeks later .
Then few days ago received from IRCc Etobicock stating that my PR card is ready but you need to be in personn at their office for interview before getting the PR!!.
The problem is that my PR card expired in between and have applied online for PRTD ..SO the big question is if i'll have any chance to get travel document !!! The second question is how long does it takes to get this done since IRCC notification is stating that the PR card will be destructed in 180 days.
The last thing is that ive send ircc an email to inform them about my current situation and got below answer;

"Thank you for informing us of your current situation. As your PRTD decision is made by the overseas office in Paris, we cannot proceed with your application at the moment. When the overseas office makes a decision we will proceed with your application accordingly""

In summary, i'm just worried and would like to have your feedbacks.

No-one knows how long it will take.

-PR card renewals when the applicant is out of compliance tend to be done this way - they let you show you're in Canada by remaining in Canada and picking up the card;
-the PRTD application would now seem to take precedence and there is no way to know in advance how long that could take (how long ago did you apply?);
-about the only other 'alternative' would be to travel via USA and enter Canada via a land crossing, where you would be admitted without the valid PR card (although they could 'report' you for not being compliant). I'm assuming you do not have the option of travelling via USA, in which case you'll have to wait for the PRTD decision.

1. It can go either way. Sometimes the PRTD is approved and sometimes it is refused. It depends on personal circumstances. You will have to apply for a PRTD under H&C and submit separate H&C evidence as part of this application.
2. Applying for a US visa probably isn't a realistic option. Interviews right now are generally more than a year out. Having said that, you can try. Most likely the PRTD will be processed before you even get an interview for the US visa. If you want to try to get a US visa, apply as soon as possible.

I submitted a PRTD online and ticker "consider under H&C" item...does it will be reviewed normally or under H&C also attached IRcc invitation for an interview by mid july 2023 then might collect my new PR!! So not sure if its a good point "having already pr card ren3wal acceptance under H&C"..
I dont really know how it will goes!!
I have 6months before my PR will be destroyed .
Also cross landing seems risky since i've an ongoing PRTD application .

I don't have much to add to what @scylla except:
- 'Pr card renewal under H&C' - there's one type of this that seems to be relatively routine, when PRs have applied for and been granted PRTD under H&C circumstances (and the PRTD already has a specific code in it identifying it as such). In other words, with the order reversed from what you have done - PRTD / H&C first, then return and apply for PR card (crucially while remaining in Canada).

-Cases where someone applies for PR card under H&C otherwise are somewhat infrequent and - in my view - insufficient to draw conclusions. They seem to often take the approach they've done here, to print the card and tell you to come pick it up - thereby demonstrating you're in Canada. If not in Canada - apply for PRTD.

-Yes, if you get a US visa, you can cross. I don't know what happens with the outstanding PRTD application (I would guess they cancel it but don't know what initiates that cancellation). I echo that applying for one now may be too late to be of practical use, but probably no harm in trying.

-WHen you applied for the pRTD, did you provide the background information / reasons for which you think you should get H&C? Just ticking the box would probably be insufficient.

-I think your PR card renewal and being held in Canada for you is largely irrelevant - I don't think they've 'approved' anything except printing the card, with the point being, if you are not in Canada, you should apply for the prtd. (It probably is positive in a small way, in that they didn't immediately decide that you are inadmissible - they just deferred a decision, and transferred (much of) the responsibility to you.

-Wondering about whether it's risky to cross the border by land is irrelevant and pointless if you do not have the means to get there (ie US visa).

Yes, if you ticked the H&C box then it will be considered under H&C. I assume you included evidence with the PRTD to indicate why you feel you have an H&C case (i.e. what forced you to remain outside of Canada for so long). The fact you already had your PR card renewed under H&C does not guarantee that your PRTD will be approved too. It's important to submit strong H&C evidence with your PRTD application.

Crossing by land is not feasbile for you at this time. You don't have a US visa.

Yes , ticked h&c box and include only initial explanation letter + IRCc invitation to pick up my pr card!!!

In case i have my visa ontime before 6 months deadline and cross border then i need to schudle a meeting + expalain and try to convince them why didint wait to get a feedback regarding my PRTD ....a lot of steps and nothing is granted!!
As I mentioned earlier, right now it is taking a very very long time to get an interview for a US visa (over one year). It's possible that you may be able to get an earlier interview but also very possible that you won't be able to get your US visa processed within six months. You can certainly try applying.

I do not think it makes sense to withdraw your PRTD application. I think you should keep the PRTD application going since you have no idea if you have any real chance of getting a US visitor visa in time.

If the PRTD is refused, that will trigger the formal loss of your PR status. If that happens but you are able to enter Canada, then you would need to appeal this decision.

There's no clear or easy path here unfortunately and no way to guarantee you'll be able to keep PR.

Ideally you should have remained in Canada after applying to renew your PR card under H&C. That would have been the right and best thing to do. Of course too late now unfortunately.
