PR card received after travel document refused and

Hi all
I got a very bad situation..I landed in canada in may of 2006 and applied for Renewal of my PR card in Sept 2010.... . In Apr 2011, I sent a letter for urgent processing for personal reason ( sickness)
. When I applied for urgent processing, I was responded that my application has been sent to local and they were unable to process it quickly. I decided to travel back home in Apr 2011 while my PR card was expired in Jun 2011 and after just 2 months from when I arrived home, in Jun 2011,my PR card expired
I wasn't worried because I thought that the application of the renewal of the PR card is in process. I thought that as soon as I receives a letter to pick up my new PR card in Canada, I would take the letter to embassy and would get VISA.( travel document ) That is why, I waited and waited for several months.
After several months when I didn't receive any response from immigration, I had to apply for travel document in Aug 2012 but it refused and I lost my PR card ...because i was not in Canada in recent 365 days ....after that i got appeal in Sep 2012 and my file number just arrived 2 months ago... But last week I have received the surprising letter that my renewal PR card is ready and invite me to pick up it ..
at the end, I decide that mail my ducument for a travel document for second time however i was not in Canada within recent 365 days.
But this time, I mentioned in letter for them that I had to leave Canada due to sickness of my grandmother and my grandfather passed away and she lives alone ...also my father is her only child that lives in Canada. I even got the necessary document to prove that she hardly been ill and she needs some one to take care of her .
my question
1) what should I do right now ? According to I am abroad and the first time the application for travel document refused?
2 ) According to I already got an appeal for my rejection PR card, what happen if I apply for travel document for second time ?
I am waiting for your reply and appreciate to advise

Forget about applying the travel document. Get a US visa and try to go to the Canadian border instead. You might have better luck there.

You can also try arrive Canada by sea using a private boat!

my nationality is not visitor visa exempt for Canada and I cant get a US visa too. I feel i have no option :( I just need travel document in order to re_enter Canada
Do you think I have no chance to get travel document With the above-mentioned reasons ??

Im from an Asian country ..... I dont know how can i travel and re-enter by sea ? My Home country is too far from Canada and I dont know exactly what to do ? I feel like crying.... ` It's being about 2 years That I,haven't seen my Family (my parents , my sister, my brother, my cousin, my niece and my nephew ) They all lives in Canada and are worried about me. Please guide me

Too late, he has already been determined to have lost his PR status, his only avenue is an appeal.

Considering that My Pr card has been renewal, Is it possible that, They ignore my appeal?
My understanding from your comment is that, I Ignore the Travel Document and Waiting to be answered my appel. Is that true?

Dear steaky

How will arriving by sea using a private boat help. You still have to go through sea customs and prove your status.

Every travelers will have to go through customs and prove their status anyways.

This is quoted from the CIC website: If you return to Canada in a private vehicle, such as your own car, you do not need a permanent resident card. You can use your Record of Landing (IMM 1000) or Confirmation of Permanent Residence (IMM 5292 or IMM 5688) instead. You would have received these documents at the same time as your visa if you were an overseas applicant or when you landed at your local visa office if you applied from within Canada. An officer will ask you questions to make sure you meet all of the residency requirements before allowing you to come back to Canada.

However, as PMM per comment, OP only avenue is an appeal.

BTW, many Asian countries borders the Pacific Ocean with Canada. China is one of them :D

No, you only hope is appeal they won't ignore it. The may question you on how you got your PR card if you weren't meeting the residency requirements, especially if you didn't tell the truth regarding your absences on the application.

Actually Im meeting the obligation ( 730 Days ) . But the first time ( Aug 2012 ) that I applied for Travel document, I refused because I havent been in Canada in 365 recent days of from jun of 20011 ( that my PR card expired ) To Aug 2012. At that time, I only had 60 days to got an appeal. That's why I had to Proceed it quickly.
Im very confused. On the other hand, Now, that my PR card has been Renew, I dont want to miss this opportunity. I want to back my life rapidly Sad

What was the result of your appeal? Or you still waiting for the hearing?

No, you haven't received the renewed PR card. You just received a letter invite you to pick up the card which you must come to the CIC office in Canada to pick up the card (which is pretty standard and not unusual). In order to come to Canada to pick up your card, you need to restore your PR status through the appeal hearing. This is your situation now.
