Mr. Leon,

Hi! Good day to you.. I landed last January 31,2012 but I need to go back to Dubai on 2nd week of March but then I haven't receive my PR card yet..I called the visa pr office, they told me that ill be receiving on 1st week of April. My question is if in case there will be a problem in my pr card like photo rejection,my friend said that they will ask to go to visa office personally for picture taking, so if I'm in Dubai later what will I do to resubmit my photo? Thank you.

You can mail the photo.

Worst case scenario, if you have no PR card and need to go back to Canada, you can apply for a PR travel document at the Canadian embassy.

Thank you sir for the information's. Do you mean to say sir its either they will ask to mail the photo or by personal? By the way which address do I have to mail it if I'm in Dubai.
One more question is if incase Ill be back in Canada next year, and stay until the expiry of my pr. Can I apply for a citizenship or do I need to renew my PR card? Thank you again sir.

They may ask for the photo to be mailed or brought in person to their local office in the town where your given address in Canada is located. If they say to bring it in person, mail it anyway and write a letter stating that you can not come in person at the moment as you are overseas.

You can apply for citizenship as soon as you meet the requirements of 3 years (1095 days) in Canada. The processing time is close to a year so you could have your citizenship before your PR card expires. If your citizenship takes longer or you have not yet applied for some reason, you can apply to renew your PR card if you want to be able to travel. If you are not going to travel, you do not need to renew it. Be advised that the processing time to renew a PR card tends to be between 3 and 6 months so if you can not be without it, apply in good time before it expires.
