eCoPR received June 17, 2021.

(On June 17 the time estimator for receiving a new PR card was 163 days.)

PR Card received July 23, 2021.

Vancouver office.

PR Portal still says my photo is under review, but clearly it was approved as I have my card (with the same photo) in-hand.

Hey
I’m in the same situation
I have my pr photo in review since about 20 days now
No update since I uploaded my photo
My declaration and address is approved
I received ecopr on February 21.
And uploaded picture on February 28.
Is there a way I can contact ircc and check with them ?

I would say your timeline for this is normal. IRCC is absolutely slammed right now as they're shifting priorities to refugees from Ukraine.

You can try reaching out to IRCC, but I'm pretty sure they'll tell you everything is fine and to just sit tight for a bit longer.

Personally I'd give it another 30 days before calling. Most likely your card will arrive in the mail while you portal status still says it's in review (like my situation).

If there are no issues with the final stages of your application process you most likely will receive your PR card by then.

Future covid restrictions notwithstanding, if you're officially a PR (CoPR doc in hand), you don't actually need your PR card to return to Canada. If you use your passport when crossing back into Canada the CBSA will immediately know you're a PR.

Oh is that so ? I thought then you might need some prtd document and ecopr is not valid for travel. Is there somewhere I can cross check the information that if I’m officially a PR (CoPR doc in hand), you don't actually need your PR card to return to Canada
I also have my study permit valid until 2023 on my passport though

During the covid-related travel restrictions - where you had to be a citizen or PR to be allowed in to Canada, an eCoPR was not valid to board commercial flight, train or bus bound for Canada. If however, you merely showed up to a border crossing armed with a valid passport and your eCoPR, the CBSA would know you're a PR - the actual card is not required at a border crossing to prove PR status.

As the covid related travel restrictions are (currently) lifted, boarding commercial flights, etc., bound for Canada don't require proof of citizenship or PR status to board. This could change again if there is another covid spike and travel restrictions are reapplied, so if you're flying back in within the next little while you might be required to have your PR card to board a commercial flight.
