For PR card renewal applications - do they get processed at the Immigration office close to where you live (a.k.a. in similar fashion as citizenship applications) OR do they get processed at a central office?

I ask because there appears to be weird discrepancies in the duration it takes some people to get their PR card renewed (not withstanding Secondary renewals).

i think PR cards are printed at nova scotia. however for further secondary reviews, the file can be transferred to the local office or nova scotia can send you more document request etc.

This is correct. Cards are definately printed in Nova Scotia.
