PR card never received and no news for solemn declaration

Hi everyone,

I've been battling with getting my PR card for over a year now so I would really appreciate some suggestions. Here's my time-line so far:

• Sent my PR application last year in March 2021
• I was moving July 1st so I let Immigration Canada know my new address
• Received an email that there is no application yet so no need to change address
• Got an email that application was received on July 17
• I did my address change right away
• Old address was still showing after two weeks so I did it again
• Didn't receive any communication but application showing as approved on July 30th on ECAS
• Card showed as valid from July 23rd on ecas
• Sent enquiries about the card later that year but received only the generic email about high volume etc
• Sent a solemn declaration start of January 2022
• Never received any communication so far
• Again tried to do enquiries and call with no results. Even by calling I never get to any live person

Not only do I want my card, I'm also worried about my card having reached the wrong hands since its still showing valid, so I would honestly appreciate any advice. Should I just send a new application all together or try some other channel? Or is this just normal for solemn declaration not showing up anywhere?
