Yep IRCC will still issue the card. In very rare cases they may ask him to come and pick it up in person, but 99% of the time they will mail it without issue.
It is totally legal to send a PR card by courier. Don't worry about it.
I would recommend that he applies for a PRTD as soon as he reaches his home country. This way if CIC asks him to come pick it up in person he still has the PRTD to return to Canada. If CIC mails it normally then you can courier it to him or just keep it for him. (Since he will have the PRTD anyways.)
