PR card expiry back in 2010 and now they just want to visit in Canada.

My Friend and his family of 4 landed in Canada back in 2005 after 6 weeks of landing they left and let their PR expired.
Now they just want to back in Canada as a visitor just for few weeks.
I'm just wondering if they still can obtain there PR card well they are in Canada on their next visit?
Please comment what they should do before apply visit visa.

No chance... In fact, they may be reported on entry and proceedings started to revoke their PR status.
As permanent residents, they cannot apply for any form of visa to Canada. It will be automatically denied.
They will need to apply for a PR Travel Document, or enter via a land border with the USA, if they are not visa-exempt.

They have US visitor visa I can bring them by car and report entry to Canadian border service what is chance then.

Only if they apply to revoke their PR status. Otherwise, no.

If they come in by car, they can visit. They may still get reported, and they definitely will not be able to renew their PR cards.

So, you mean they have to first apply revoke their PR status and then they can apply for visit visa.

It's the only way to get a visa. However, the land border method doesn't require a PR card, so could work for them. They will have to prove that they are permanent residents though.

there is good news I found this on CIC web:

If you return in a private vehicle, like your own car with expired PR card

"If you return to Canada in a private vehicle, such as your own car, you do not need a permanent resident card. You can use your Record of Landing (IMM 1000) or Confirmation of Permanent Residence (IMM 5292 or IMM 5688) instead."

Hi guys;

I am in a similar situation: expired PR card (failed to meet 730-day obligation), couldn't make it back for personal reasons. I will attempt a land border entry soon, by private car. From what I read here, is it safer for me to just provide my passport and IMM 5292, rather than my expired PR card? Can I do that?

You can, yes, but as stated numerous times across this board, you are ALWAYS at risk of being reported for failure to meet the RO. If you are reported you will have to appeal to keep your PR status. If your appeal fails, your PR will be revoked and you will be sent back to your originating country. There is no exact steps or method to use to skirt this. It is luck of the draw. You may or may not get the jackpot that day.
