PR Card Expiring soon- No Days Spent in Canada

Hi Folks,
We live in the US. We Received our COPR in 2019. We made the entry to Canada, got our SIN Numbers, and went back to the US. We have received our PR Cards.
We couldn't move to Canada due to multiple reasons. Our PR Card expiry is October 2024.
My question is - Can we still move to Canada without repercussions? If we can't move into Canada until 2024, is there any way we can renew our PR Cards? Any advise on what the best course of action should be?

There is no way to guarantee no repercussions.

You can certainly return before your PR cards expire and move back to Canada. When you enter Canada, there is always some chance that CBSA could report you for failing to meet RO which would trigger the process to revoke your PR status (which you would have the chance to fight / appeal). If you are allowed in before being reported, then you would simply remain in Canada for 2 years straight and then renew your PR cards.

You need to meet RO to renew your PR cards. If you don't meet RO, then the only option for renewing would be under H&C. You would need to have strong H&C reasons (backed by evidence) for not having moved to Canada sooner and not meeting RO. Reasons such as jobs, attending school, etc. are not accepted under H&C.

PRs are required to live in Canada for 2 out of every 5 rolling year.

Yes. My youngest was born after we received the PR Cards.

That complicates things a bit. Note that you'll need to wait until you have returned to Canada and meet the residency requirement before you'll be able to sponsor your child for PR.
