Hi - I got my PR card in Dec 2009 and I live in Canada for few months then moved to UK, got married and now 2 kids.
In 2012, I went to Canada for few months to see my brother and left. Then 2016, I visited Canada but entered on British Passport with my family.

Now I want to move perm back to Canada with my wife/kids who don't have PR. Can someone please guide me what should I do to
a. Get my PR card renewed ?
b. How can I apply for PR card for my wife/kids ?
c. Do I need to renounce my PR card and then apply again including my family?

Sorry its bit complicated so need assistance.

The fact that you were a Canadian PR should have been picked up when you travelled in 2012 and 2016. With the ETA system expect that there is a high likelihood that you won’t be able to do this again without being flagged as a PR. You can’t sponsor your family without being in compliance with your RO. Have you looked to see if you qualify for PR if you reapplied?

In 2016 - Immigration officer picked that I have Candian PR and asked me to go to a different queue, but they let me In without any issues (no questions being asked)

Can I apply for PR card from UK or do I need to go back to Canada? then meet RO and apply for family ?

You would have to apply for a PR card from within Canada.

To get to Canada, you need to either apply for a PRTD (eg from UK) or enter via a land border.

There's a reasonably high likelihood a PRTD would be denied (starting process of revoking your PR status - you could appeal). At border, a fairly high likelihood you would be reported (similar basically to denial of PRTD, but at least you would be resident in Canada while appealing); even if you were admitted without being reported, you might not be feasible to sponsor your family members for several years (i.e. at least two years to get into compliance with RO).

So - assuming you wish to sponsor your spouse and kids, you MAY be better off renouncing your PR status and applying anew, with your spouse and children as dependents under that application.

Renouncing PR status is a serious step though as no guarantee you'd be accepted with a new application. So please don't construe as advice, you really need to do your own research (and possibly hire professional counsel).

a) You would need to fly to the US, re-enter Canada through a US/Canada land border using a private vehicle, hope you are not reported and the border for failing to meet the residency obligation, and then remain in Canada for 2 years straight without leaving before you can renew your PR card.
b) You will only be able to apply to sponsor your family for PR after you have lived in Canada for 2 years straight.
c) This is the most realistic option.
