Hello. If my husband's PR card expired and is outside of Canada right now, would I be able to accompany him for 2 years to save his Permanent resident status
 
If you are a Canadian citizen, you could but you may not have to.

Does your husband meet the residency obligation of 730 days in Canada in his first 5 years as a PR (or in the past 5 years if he is a PR longer than 5 yrs.)?

If he does, he could simply apply for a PR travel document in order to return and he would get it.
 
The problem is that he did not meet that obligation of living up to 2 years. I already have an application of travel document at the embassy in process right now; would I still be able to save his permanent resident status if the embassy denies my application for travel document?
 
If you already applied for the travel document, which they will probably refuse if he does not meet the requirements, they will probably follow up by revoking his PR because they have determined that he doesn't meet the requirements in which case his PR is already gone and you would not be able to save it by joining him. You could however sponsor him for PR again.
