PR Card expiration issue

Hello
I become permanent resident since 2000. I had been in Canada during 2000-2005 several times.but after 2005 because of some family problems I could not be present in Canada. In 2010 my PR Card expired & I could not renew it till now. Would you mind give me some guidances about my problem I wrote above. because now I want to come and stay in Canada, so I want to know what should I do to come & what is the process.

You need to state
- What passport do you hold?
- Were you living with your Canadian citizen spouse since 2005?

Assuming you are from a visa requiring country and were living without your spouse, I believe your only hope is to try and get through border services with the expired card. If you manage to get in Canada, you have to live here for 2 years before renewing your card.

I am iranian.
I am associate professor of university(assoc. Prof. Dr.)
My spouse is iranian too. In 2005 we return to iran to solve some problems then come back to canada. But unfortunately my wife become patient suddenly and so hard and her illness made us unable to return.
I am looking forward.

I don't understand, do you mean your wife stayed in Canada while you were in Iran since 2005? Or you've both been in Iran since 2005?

Assuming you were both in Iran the past 10 years, you are both in violation of the residency obligation. In order to return to Canada you will need to apply for a PR travel document, at which point CIC will investigate your RO issue. Unless you have a very good H&C reason to not meet the RO, CIC would then revoke your PRs. Was your wife really sick for 10 years?

Alternatively, if you got a visit visa to the USA, you could go there and attempt to travel to Canada by car. In this case you don't need a PR travel document. However upon crossing the border, CBSA may still report you for not meeting the RO and even though you are allowed back into Canada CIC would then do a hearing and could still revoke your PR status.
But if you aren't reported by CBSA you can then remain in Canada 2 years (without leaving for any reason) and then apply to renew your PR cards.

Aside from the fact that you don't meet the residency requirement, being in Iran for a time that almost directly correlates to Mahmoud Ahmadinejad being in power might raise some flags to the Canadian authorities.

If you feel the medical reason was a suitable reason to remain in Iran 10 years and not return to Canada, then yes you will need all medical documents from the past 10 years that shows this. I think though it will be hard to convince CIC that you couldn't return to Canada to continue the medical treatment, and were forced to stay in Iran.
The final decision is up to CIC, though as mentioned I would prepare that they will probably decide to revoke your PR status. If this happens, you can then try to apply for PR again if qualify under current rules.
