PR Card Damaged / Lost

Can anyone please guide what is the protocol to get the PR card reissued in an unfortunate event of it being damaged beyond repair or lost?

Need guidance on the documents needed in this case, fees involved and where to re-apply.

I was going through the above link and on one page it has been mentioned as:
Your PR card needs to be valid when you show it. If your card expires, you will have to apply for a new one.
You are still a permanent resident if your card expires.


Can you please explain the highlighted section? How can a person be still a PR if his/her card expires?
Does it mean that person may have furnished the "730 days stay in Canada out of 5 years" condition and the card expired after that or is it something else which I am not able to comprehend?

Yes, You are still a permanent resident if your card expires.
It just means you didn't renew it. You can renew it even after it expires if you satisfy all the conditions including the residency obligation that you mentioned.

You are still a Permanent Resident until you lose your PR status by following methods.,
  • an adjudicator determines you are no longer a permanent resident after an inquiry or PRTD appeal;
  • you voluntarily renounce your permanent resident status;
  • a removal order is made against you and comes into force; or
  • you become a Canadian citizen.

Can you please explain why does it say the following (section in green) in this link?
  • your PR card was lost, stolen or destroyed but you don’t want to reapply for a new one right now.

If a person lost his PR card, then would he NOT re-apply for a new one? I am unable to understand the second half of the line.

Also, can you please share if the solemn declaration is needed to be attached with the PR card application even if the person has entered on a PRTD inside Canada and now wants to apply for a new PR card? My friend already notified CIC from foreign country and got all the formalities done for his lost PR card and after that, he got his PRTD application.
