PR card and travelling back to canada

hi everyone,

my friend just landed a week ago and she's travelling back home in two weeks time so she wont be able to wait for the pr card. i understand that it's ok for me here in canada to sent it by courier..in case she didnt receive her card for any reason and needs to go back to canada, can she

1. apply for a pr travel document and can buy a one way ticket to canada?

2. buy a one way or round trip ticket for the US (she has a US tourist visa) and travel to canada by bus without the pr card?

if both options are ok, option 1 is more cheaper?

For #2 to be possible she can't travel in a commercial vehicle. A bus is a commercial vehicle so going by bus without a PR card or travel document isn't possible. However she could go by private car.

# 1 is more appropriate.
#2 If you have Canadian license plate on your car it should not be problem. Or if she is renting then she will have answer some cross question with CBSA>
