Hello everyone.
I have submitted my application for PR renewal in june and my PR is valid till December.
In an event that i don't get the renewed PR before Dec, would i have to pay international tuition for my university? Or would my PR status be same?
Would i also be able to receive loans?

Thank you so very much

Your pr status doesn't change/expire (in your situation). I assume you mean you applied to renew your PR card? And that you are resident in Canada and meet the RO requirements?

No, if my assumptions are correct, you don't have to pay international student fees. Your ability to obtain student loans will not change.

Hi, I am a Canadian permanent resident; my PR Card was issued on the 9th of July 2010 and it expires on the 26th of August 2015. I am currently in Canada for university and by August 24th, I will have spent 730 days in Canada which I believe fulfils my residency requirement of 2 years in a 5 year period; however, when I am applying online for my card renewal, the form asks for days spent out and my days are over 1095 because my 5 year period is slightly longer. What are my options for this? Will I still be able to apply for a renewal?

This isn't necessarily true. Some universities (including the one I went to, in Toronto) do require students to confirm their status every semester by showing a valid PR Card and in the event they can't produce one, even if they're PR, they can't benefit from the domestic tuition fees. I'm taking some courses at a college in BC that I showed my PR Card once over 5 years ago and they haven't asked to check that, even though I technically could have lost my status since then; that would never happen at my old university, where they sent me reminders to come and show them my valid card.

OP has to check with their own institution, as these rules change from one institution to another.

I don't get it. How's your 5 year period (1,825 days) longer than anyone else's 5 year period?

If you've accumulated 730 days of physical presence in the last 5 years, you've complied with residency obligations and can apply for a renewal of PR Card.

You cannot apply for renewal until after you actually meet the RO. The 5 year period will be counted back from the day you submit your application. I strongly suggest you give yourself at least a week extra for a buffer.

Hello all,

I have a similar situation for my daughter. I am planning to bring her from India to do her 12th grade in Nov 2015. However her PR card will expire in June 2016. She has to wait atleast 6 more months to complete her RO requirements as she has not stayed enough days previously due to family reasons. Appreciate if i get answers to the following questions,

1. What is the normal end date to apply to canadian universities for Sep 2016 intake?
2. Will she get admission in any of Toronto universities with out a valid PR card?
3. I assume she may be able to apply with her current PR card. The card will become invalid when the course starts. In that case what are the options she may have?

Fair and reasonable comment.

However, I do believe (personal opinion, not "official" confirmation), that given the OP's situation (meets RO, PR card renewal applied for - proof of which s/he could & should provide if requested; current PR card valid until December), the university will give some leeway and not immediately require international student fees.

It depends, and will change from one university to another - and sometimes from one department to another as well. UofT is making their applications for next year available in a couple of months (October), and deadline for documents is, depending on department, February or March. York University around the same time as well. York checks for valid PR Card on a frequent basis and that's a non-negotiable for them.

Check individually each university's website to know when their deadlines (for both application, and sending documents) are, the days will vary even if deadline is in the same month.

Admission in and by itself, perhaps. Actually being permitted to study as a domestic student is a whole another deal, though. I don't remember having to produce my card from the get-go (application), only once semester started. I think I submitted a photocopy with my application but I don't remember if it was actually required at that point, and later on they wanted to see the actual card so I scheduled to meet with folks at the Registrar's Office and went there to show it. I applied to several universities in different provinces in the same period of time, it's hard to remember each process individually. York is the one I went to.

Finding a college that doesn't require those frequent checks could be an option, and then transfer to university a year or so later. Now that I'm going back to school here in BC that's what I'm doing: one year at a smaller college (cheaper but still really good) and later transferring (again) to university, likely UBC. Check for transfer agreements between colleges and universities in Ontario; I can't help because I'm only familiar with how it works in BC. Once your daughter has a valid PR Card, York is really good with transfers. They accepted 48 of my 60 credits, and it was an out-of-province transfer; other universities accepted between none, and 18 credits.

The institution has no way to assess themselves whether the student meets RO, which is why some of them want to regularly see a valid card. Applying for a renewal doesn't mean that it'll be granted, and once again the institution can't assess it themselves. While technically the PR Card is a travel document, universities may (and in many, many cases will) take the card as the ultimate proof that one is eligible and remains eligible for domestic tuition fees.

Depending on the class structure of the institution one attends, if the card expires half-way through the year (in December or January) one may still be able to continue with the studies if it's a course that runs from September through April and not September through December, but there are many 'ifs' that the university may not want to deal with or accommodate, and in this case the university may not want to let the student enroll for the January-April portion of the year until a valid card is produced.

I personally think the OP will be fine, applying in June for a renewal when the card expires in December is a good space, in my opinion. I'd only be concerned if I were in a different position from OP; my answer in regards to what happens is more of a general one for those with the same kind of question.

+1, & agreed.
