You should do it through PSK online seva. It is easy and convenient.

Don't get it from from local police office, you might end up in issues if you have lived in more than one city. Go to passport website and fill the form to take appointment at Passport seva kendra, it's valid for any place you have lived in India.

Do they require birth certificate?

No, but a list of other docs pertaining to your address are required. Login to PSK website and you will find all the info. you need.

Carry a letter addressed to the Officer beforehand requesting reason for applying for PCC. This will save you 20mins at PSK office.

Pls don't try to get pcc from local state police. You will mess up your case forever. Go to psk and submit only that. That is the only valid pcc
