Can the husband file PR application without the children? He said he might file as a single whereas he entered Canada as Married. Would that be possible? Thanks
 
Why in the world would he want to do that? There's no harm in him adding his kids

Also hes going to put himself in a lot of trouble for lying

He cannot misrepresent. If he knows about the children, he should include them on the application as "Not Accompanying". They will still need to be examined (require medicals, etc) for admissibility.

If he misrepresents himself, that can result in the children being forever unable to be sponsored, and he could face losing his application, his status, or even exclusion.

Assuming he gets PR and manages to scam the government, he WILL NEVER be able to sponsor his kids or wife. And if caught, could likely lose his PR and be banned from Canada.
 
I believe the OP has posted before about their husband filing for divorce, in which case he would file as divorced, rather than single. The children would still need to be declared and examined.

As he has filed for divorce, he can apply without you.

Children are required to be included. However, from your previous posts, you have indicated that you may refuse to allow the children to undergo a medical. If you do, he will most likely be able to have the children removed from the app.
