When I got a rejection from Quebec 3 years ago, I was disheartened as it was the only shot into Canada. The reason was that I submitted the documents late. I asked for a reconsideration but they refused. Fortunately, UK worked out for me and now I have more experience and can use it for federal skilled worker.

I hope you are correct. Although I don't know if that is a possibility. Do you think they will give me some priority over new applicants and process my application faster as I have already been rejected?

They meant PPR (not PR). PPR = passport request.
 
Sorry to hear it, better luck next time. I find it pretty late to reject for incomplete application, usually they do it in a month, dont they?

I have no problem providing them with PCC from Bangladesh. All I am saying is they should not have rejected my application, instead they could have asked me for the PCC.

It just does not make sense if they change the document criteria after I applied and follow the new criteria for my application.

I had my November 2016 application rejected for a PCC issue as well. They allow you to re-enter the pool. This is their process. It's not being treated unreasonably or unfairly. You can raise a CSE, but hey won't reopen your case I'm afraid.
