PR application process

Dear friends.
I am an Indian and currently reside in Uganda. I did MBA-Finance from here and shall graduate in December this year.
I want to move to Canada but don't know how.
I was advised to apply for PR but am not certain if WES can evaluate the provisional results for the MBA since the transcript and degree certificate will come in December upon graduation.
I was told that the PR process is long and basing on that i would like to start the process at the earliest. Furthermore, i gave IELTS in May and got overall 7.
Please advise me on the way forward.

You can't apply for PR until you get WES evaluation. What's your current CRS score assuming a masters degree? If it is below 445, you must reappear in IELTS and score atleast 8777 in LRWS. Based on your timelines, I don't think you will be able to apply before February next year since WES itself takes 40 days on average to complete evaluation.

From the rough CRS Calculation i did, i have 450

No. They will require official sealed transcripts from university and copy of degree. There is a webform to contact WES on their website. You may give it a try.
