IMM 5406, "Section A", in the column "Relationship" has PRE-printed entries for each of the 4 required rows of the "Section A" :

So, when you, Main APPLICANT,
fill out your copy of IMM 5406, you put your name in the first row, and everything below is pertaining to YOU.
However, when your "Spouse or common-law partner" fills out his/her copy of IMM 5406, where does he/she starts: at the first row ["Applicant"] or at the 2nd row ["Spouse or common-law partner " ] ??!
Because she/he is NOT "Applicant", you are the main "Applicant"
