She might have more success with an independent school.
Independent schools would likely want so wine who has experience working in international private schools or some Canadian experience. As your article says and based on my knowledge there are Job availability in greater Vancouver because of the high cost of living and lower teacher salaries in BC. The openings tend to be in specialized teaching like French teachers not general teaching or subjects like the arts or social studies. Teachers in rural areas are a problem in a few provinces. It is unlikely that a board will try to hire someone who is currently 55. The board will want to hire someone who is younger and might want to remain longterm and is more likely to complete the 1 year teacher retraining.

Still quite hard to get a WP approved at 55. Do you have specialized skills? Now that unemployment rates are going up WP will also be more difficult to get.
I came as an international student when I was 48. 3 Years later I was on a PGWP, now on a closed work permit, LMIA supported. PR application being processed as I type this.

None of what you've speculated is actually true. Independent Schools here do not necessarily want you to have international private school experience nor Canadian experience, although that would be beneficial. I know this because I had neither. Also, they want teachers in ALL subjects areas and NOT specialist teachers i.e. Language Teachers. There is a teacher shortage in BC and not just the rural areas albeit before COVID. I do not know what the situation is like now. I was deterred for years from applying because I read online and wrongly believed that there was a surplus of teachers and so never tried applying. Like I said, if you don't try you'll never know. Also I'm over 45 and I was snapped up so people out there who have a true passion for teaching, please apply and try.
