PR Application Files Transferred from Buffalo ----> Los Angeles VO from Sep 2011

Every one,

I got my medical request on Nov 24, 2011 and my file got transfered to Los Angeles, California visa office at September 2011.
My time line is :

Received Application at NS office: Nov 30, 2011
First AOR: Feb 1, 2010
File to Buffalo: May 2010
Second AOR: Oct 2010
File transfered to Los Angeles vise Office: Sept 2011
Medical request - Nov 25, 2011
PPR - awaiting


Could any one tell me what is RPRF?

4. Right of Permanent Residence Fee (RPRF)
(Canadian dollars)
For the acquisition of permanent resident status $490

This fee is payable by principal applicants (with some exceptions) and accompanying spouses and common-law partners. It must be paid before the immigrant visa is issued overseas or before the applicant becomes a permanent resident in Canada.

The following applicants are not required to pay this fee:

dependent children of a principal applicant or sponsor, a child to be adopted, or an orphaned brother, sister, niece, nephew or grandchild; and
protected persons, including Convention refugees.

Hi guys,
I got the email from buffalo office that my file has been transferred to LA office. But my online status is " withdrawn".By the way,once I had a letter from buffalo office that the bank draft which I had sent was "staled".After that they sent a letter saying that If I wanted to continue the application, I would send the draft again. I did too. After that status is withdrawn but I got the email that my file has been sent to LA office. Guys, may I know how far I am from process finalized?
