My application was approved recently.

If anyone has any questions on the entire process as mine took a long time, I'm happy to answer.

What was the reason behind rejection? and this is the first time I'm hearing application reopen and it was successful.

It was regarding police certificates.

I had police certificate in my home country up to a particular month (actual date I was physically present) but i had moved to my resident country and there was an over lap. I had the mailing address of my home country within that month (official documents were being sent there but I was in the resident country)

I explained through the webform , I was physically present in the resident country but not established so was still using mailing address of home country and that I can only get a police report for days I was physically present . For the police reports CIC want it to be exact but with a valid explanation they reopened it.

Yeah, its a nice place.

It looks like the background check is what stalled everything. There isn't much you can do , you just need to wait it out.
