Actually I need to correct you guys. s.15 is related to section 15 of the Access To Information (ATI) and is related to the reasons why the officer cannot release all your information through notes. There are several other similar sections as well, like s.19, s.21, s.26 etc.
Using these sections, CIC won't release any information that might have a negative influence on Canadian relationship with other countries (which is the case for SS). So, anyone who is under SS, can see these sections all over their GCMS notes. Another reason is about the dependent. If you don't provide a consent form from your dependent, cic won't release any info either. However, as far as I can remember, section 19 is related to that.
Anyways, you have to look which section gets redacted. If the admissibility is redacted (i.e., sometimes you can see a couple of pages of blank), that is definitely the sign of SS. For SS, the status is also missing, not "Not Started".
